This paper was written in the late 1970’s to expose the political nature of attempts to reduce fossil fuel emissions at the national level and come to international agreements controlling the amount of carbon dioxide emissions to the atmosphere. It is now thirty-five years later and many of the political and equity continue unresolved, and the climate continues to heat up.
