Michal Glantz was invited to attend the International Symposium on Integrated Disaster Risk Governance, held in Beiging, on 8-9 May 2014. The Symposium was co-organized by UNISDR, Office of China National Committee for Disaster Reduction (NCDR), Ministry of civil Affairs and Ministry of Education of China, and sponsored by NCDR, as part of the on-going multi-level and multi-theme consultations for the inputs to the post-2015Framework for Action.
The Symposium brought together informed government official and scientists to share their achievements and experience, to identify challenges and bottlenecks in the implementation of the current Hyogo Framework for Action and also provide recommendations and inputs for the formulation of the Post-2015 Framework for Disaster risk Reduction.
The Symposium focused on the issues of government and governance in DRR from different perspectives, including political institutions, economic development, science and technology, culture and social participation. The impact or recent disasters underlined the importance of integrated governance for disaster risk reduction. there is an urgent need for improving governance for disaster risk reduction, which requires not only consensus but also optimized structure amongst governments, enterprise, academia and society.
the presentation and discussions of the symposium centered around the following questions:
1. what has been achieved under the current HFA in both national and local level DRR?
2. what are the key governance issues leading to success or failure of implementation of the current HFA?
3.What needs to be improved in current governance structures and mechanisms for disaster risk reduction in order HFA2 to be implemented effectively?
4.what will be our inputs to and recommendations for the HFA2 with a focus on integrated disaster risk governance?
The organizers of the Symposium are in the process of summarizing their experience, comments and recommendations,to be made available as an input to the Third World Conference on Disaster Risk Reduction to be held in Sendai, Japan, March 2015.
